La Junta Electoral Central, en sesión del día 28 de mayo de 2009, ha adoptado acuerdo en relación con las elecciones al Parlamento Europeo a celebrar el 7 de junio, en el que se dispone que el plazo inicialmente previsto para el depósito en las oficinas de Correos del voto por correspondencia se amplía, para las oficinas de toda España, hasta el día 4 de junio, en el horario habitual de funcionamiento de dichas oficinas.

Voters may submit the application for postal voting until 28 May
The application shall be made in person in any Correos office in Spain, presenting the National Identity Card, passport or driving licence. If the voter is a citizen of the European Union, they will only have to show their passport or driving licence, as long as they have their photograph and signature (originals; a photocopy of these documents will not be accepted), until 28 May 2009.
In case of illness or disability, which must be proven by an official medical certificate, the application may be processed by a person with powers of attorney or consular powers. However, the person processing this type of application may only represent one voter. The application, in such cases, must be accompanied by the medical certificate and the documentation granting legal powers.
The Correos employee processing the application will stamp the date, hour and minute of receipt, both at the top of the document and on the voters' receipt as proof of the registered delivery. The voters themselves seal the envelope, which does not require postage as this is a free service.
Deadline for sending postal votes: up to and including 3 June.
On receipt of the documentation at their home, voters must take the official envelope, containing the certificate of registration on the electoral roll and the ballot paper, to any branch of Correos in Spain, by no later than 3 June 2009. The delivery will be processed as an urgent registered delivery, free of charge.
Documentation required for voting:
The Provincial Offices of the Office of the Electoral Roll (Oficina del Censo Electoral) will automatically send a certificate of registration on the electoral roll to every voter registered on the Census of Residents Absent Abroad, along with all other election documentation.
This delivery may be made until 18 May 2009, when the announcement of candidates has not been disputed, or no later than 26 May 2009 when it has been disputed.
Voting:
Upon receipt of the documentation, voters must place the ballot paper in the ballot envelope, which, together with the certificate of registration on the electoral roll and other documentation that must be sent, will be placed in the envelope sent to the corresponding Provincial Electoral Board / Historical Territory Electoral Board for counting, and sent by urgent registered delivery no later than 6 June 2009.
For these votes to be considered valid it is essential that they have a postmark or any other official inscription from the Spanish Correos Office that has processed the application.
Postage is required on deliveries containing postal votes sent by voters residing outside of Spain to the appropriate Provincial Electoral Board, except in the cases of voters who reside in Argentina, Belgium, Brazil, Columbia, Cuba, Chile, France, Mexico, Peru, the Dominican Republic, Switzerland, Uruguay and Venezuela, who may deposit the envelope with their postal vote at the post offices of these countries for free.
Voters residing in other countries may request the reimbursement of all postage costs by completing the appropriate official form.
Documentation required for voting:
Spanish citizens registered in the Consular Enrolment Register who wish to exercise their right to vote in these elections and are temporarily outside of Spain when the elections have been called and foresee remaining in this situation until election day, must request the necessary documentation to exercise their right to vote from abroad, up to and including 9 May 2009.
The completed application must be submitted to the Consular Registry Office or Consular Division of the Embassy, which will send the application to the corresponding Provincial Office of the Electoral Roll Office.
Once this notification has been received, the Provincial Office of the Electoral Roll Office will send the election documentation to the voter, by registered and urgent post, up to and including 18 May 2009, if the announcement of candidates has not been contested, and no later than 26 May 2009, when it has been.
Voting:
Upon receipt of the documentation, voters must place the ballot paper in the ballot envelope, together with the certificate of registration on the electoral roll, and send the envelope to the corresponding polling station, by urgent registered delivery no later than 3 June 2009. Compliance with this deadline must be indubitably marked on the envelope.
Postage is required on deliveries containing postal votes sent by voters temporarily residing outside of Spain to the appropriate Provincial Electoral Board, except in the cases of voters who reside in Argentina, Belgium, Brazil, Colombia, Cuba, Chile, France, Mexico, Peru, the Dominican Republic, Switzerland, Uruguay and Venezuela, who may deposit the envelope with their postal vote at the post offices of these countries free of charge.
Voters residing temporarily in other countries may request reimbursement of all postage costs by completing the appropriate official form.
Documentation required for voting:
Deliveries deposited by the Provincial Electoral Register Offices, containing the certificate of registration, the ballot papers and envelopes, sent to a port in Spain, will be sent by urgent registered delivery, free of charge.
Voting:
Voters may cast their vote as soon as they receive the documents indicated above, and send it from any Spanish port at which their vessel is docked to the appropriate Electoral Board, by urgent registered delivery, free of charge, until 3 June 2009.
